Buddhism says that it is genetic- after all, a lot of things come into play just by being born.
You also have to throw in IQ in there. I've been meaning to write an IQ post. Some people are just incapable of "getting it" or seeing that there are consequences to their actions.
Buddhism calls this ignorance, and it's true.
Buddhism and Enneagram, in my mind, both say that there IS free will, BUT there are inherited conditions (from previous lives or genetic code) that create obstacles.
I refuse to give ANYONE a Free Pass (tm) for being ignorant, especially since they had hundreds of previous births to get it right.
I believe that 99% of humanity cannot break the invisible chains of suffering, and embrace short term solutions, ignorance, skew, ego, and materialism.
